In 2024, only about 13.5% of enterprises in the EU reported using artificial intelligence technologies. This shows that while digital transformation is advancing, the adoption of AI—especially in the public sector—is still in its early stages. To help bridge this gap, the SHARPEI – Strategic Harmonization and Advanced Reporting for Policy Enhancement and Insights – project will empower regional authorities across Europe to integrate data-driven and AI-supported tools into their policy design and implementation processes.
The Kick-off meeting of the project was held on 8–9 July 2025 in Bologna, hosted by the Emilia-Romagna Region. The event marked the launch of a transnational collaboration aimed at integrating Artificial Intelligence tools to enhance the efficiency in managing Cohesion Policy and regional programmes, fostering cooperation and digital innovation.

The meeting brought together partners from eight European countries, including regional authorities, innovation agencies, and policy experts, to outline the project’s strategic vision, planned activities, and expected impact.
Project partners:
Emilia-Romagna Region (Italy)
Region Västerbotten (Sweden)
Cohesion and Development Agency (Portugal)
Normandy Regional Council (France)
Province of Antwerp (Belgium)
Ministry of the Economy and Finance, Generalitat de Catalunya (Spain)
Pannon Business Network Association (Hungary)
State Shared Service Centre (Estonia)
SHARPEI, co-funded by the Interreg Europe Programme, will run until 2029, and it is a clear example of how European cooperation can foster the development of smart solutions for a more efficient and citizen-friendly management of public resources.
